The first question is whether sampling is needed

Federal guidance does not treat testing as an automatic first step. OSHA's construction standard sets a permissible exposure limit of 0.1 fiber per cubic centimeter of air as an eight-hour time-weighted average, together with an excursion limit of 1.0 fiber per cubic centimeter averaged over a sampling period of thirty minutes.
